Risa Garon, LCSW-C, BCD, CFLE, is Executive Director and co-founder of the National Family Resiliency Center, Inc. (formerly Children of Separation and Divorce Center) (NFRC), and The National Family Resiliency Center Inc. in Columbia and Rockville, Maryland. Ms. Garon has developed a Child and Family Focused Model of Decision Making, which supports the best interest of the child and is utilized in training judges, lawyers, mediators and mental health professionals around the country. The model is detailed in a book that she co-authored, Guidelines for Child Focused Decision Making and is the basis for the National Family Resiliency Program, a non-adversarial, child-focused alternative to litigation. Ms. Garon designed a state of the art advanced training seminar for Guardians ad Litem and co-authored the book: Attorneys Representing Children: Guidelines for Interviewing and Assessing Children and Parents Experiencing Separation and Divorce. She has also contributed numerous articles to professional journals and major newspapers and has co-chaired the statewide Advocacy Board for Children of Divorce. Currently, Ms. Garon contributed two chapters in an American Bar Association publication to assist judges and legal professionals.

The Honorable Diane O. Leasure is a Fifth Judicial Circuit Administrator, Howard County Administrative Judge, and has been a Judge on the Circuit Court for Howard County, MD since November 1995. Prior to becoming a member of the judiciary, Judge Leasure was a partner with the law firm of Fossett & Brugger, Chartered in Greenbelt, Maryland where she served as Chair of the firm’s Litigation Practice Group. Judge Leasure frequently serves as a speaker for continuing legal education programs as well as for community groups.

John Murphy, Esquire has been a practicing attorney in Catonsville, Maryland with the Law Firm of Murphy & Murphy, L.L.C., general law practice with areas of special interest in Family Law and Land Use since 1980. John has been a presenter since 1997 with Grace Communication, Inc. on seminars on the reasons for divorce entitled “How to Avoid Divorce.” John has also been a presenter since 1995 for the National Family Resiliency Center, Inc. (formerly Children of Separation and Divorce Center), Inc. (NFRC) parenting seminars for divorcing parents in Howard County and Montgomery County, Maryland with regard to encouraging parents to focus on their children ‘s needs rather than on the parent’s disputes.

Karen Ray recently retired from the Social Security Administration where she served as a project manager and in-house consultant. In connection with her responsibilities in various positions over a 30 year career, she wrote and edited hundreds of reports, evaluations and nationwide instructions.
Ms. Ray explains her volunteer efforts with NFRC as follows:
“When I was separated in 1984, I was advised to enroll my 9-year old son in NFRC’s children’s program. I also joined their Women’s Group. Both were wonderful experiences, and we will always be grateful to NFRC for the caring support and education they provided us both. I can’t say enough about the outstanding and innovative programs at NFRC. I’m pleased to be able to contribute to their continuing efforts to help families and children.”

Margaret G. Richlin, P.A. has been a domestic relations lawyer in Howard County, Maryland, for 22 years. Prior to law school, she was a psychologist for Howard County Head Start and a guidance counselor in the Washington, D.C. elementary schools. Ms. Richlin has also taught domestic relations as an adjunct professor at the University of Maryland Law School.

 

Kathryn Rogers, M.S.W. is a child focused mediator and instructor of the program Successful Parenting When Families Live Apart. She has extensive experience in working with families going through divorce and assisting them in developing positive and healthy post divorce relationships. Ms. Rogers has an in-depth knowledge regarding the effects of divorce on children and has worked with several Circuit Courts as a mediator and evaluator.

Francene C. Sigai, MS-LGSW is a divorce mediator and child custody evaluator. Francene was a child custody mediator and evaluator with Baltimore County Circuit Court for 15 years and has been with the Harford County Circuit Court in the same capacity for the past four years. Ms. Sigai is the co-founder of the Divorce Education Center and has been teaching the parent seminar on separation and divorce in the Harford and Baltimore County Circuit Courts since 1996. She has a private practice with the main office located in Towson, MD.

Judge Cypert O. Whitfill was appointed by Governor Harry Hughes to the Circuit Court in Harford County in 1982. During his time serving on the bench, Judge Whitfill has been well known for his handling of family law and adoption matters. He is well respected for his considerate and contemplative demeanor, his keen insight and the respect which he affords every person who appears before him in the courtroom. Judge Whitfill recently retired from his full time position in the Circuit Court of Harford County but continues to hear domestic cases three times a week as a special judge.
